Track 1: ECONOMIC DEVELOPMENT – Tribal Economic Diversification: Tribes Diversifying Primary Revenues and Growing Economies in 2013 and Beyond.
Progressive Tribes are currently recognizing the declines in gaming revenue and federal funding are taking the time to plan for their future sustainability.  With so much at stake, there is a lot of work to be done within tribal systems to prepare them for sustainable economic development planning.  Growing and diversifying an economy requires tribal leaders to engage in critical deliberations to ensure economic growth will be both financially successful and with respect to a Tribe’s maturity as a government and culturally rich community.  FOCUS: This panel discussion will focus on how to successfully use planning to accomplish key priorities by: identifying and prioritizing core issues facing Native Nations; establishing realistic goals, objectives and actions in line with the overall “big picture”; building consensus and developing ownership throughout Tribal business organizations; focusing available funding and staffing resources on key priorities; creating more effective economic development direction and priorities for your Tribe or organization.

From Wine and Wild Rice to Food Bars and Orange Juice: How can Tribes and Native entrepreneurs gain momentum and create sustainability to ensure that Indian Country realizes its potential in the global Food Services supply chain?

Track 2: ENERGY – Tribal Utility Formation and Financing.Learn why the opportunity in Indian Country for Tribal Nations to create their own Tribal Utilities has never been better. Learn how Tribes can provide energy at rates of return more favorable to tribal members than local utilities and how Tribal Utilities can buy power at wholesale - as efficiently as local utility/IOU’s.  Learn how Tribal Utilities can create opportunities for job growth within the Tribe and are able to set their own policies, increasing efficiency in local distribution operations and management.

Track 3: FINANCE – New Market Tax Credits. On April 24, 2013 the U.S. Treasury announced $3.5 Billion in New Market Tax Credit (NMTC) Awards. Unfortunately, no Native Community Development Enterprises (NCDE) was selected for an award. Briefly, the NMTC Program permits taxpayers to receive a credit against federal income taxes for making qualified equity investments in investment vehicles know as Community Development Entities (CDEs). In Indian Country, those are the NCDEs. The NMTC, established by Congress in December 2000, permits individual and corporate taxpayers to receive a credit against federal income taxes for making equity investments in vehicles known as Community Development Entities. The credit provided to the investor totals 39 percent of the cost of the investment and is claimed over a seven-year period. For every dollar invested by the Federal government, the NMTC Program generates over eight dollars in private investment. This strong record of spurring economic growth is one of the reasons why President Obama’s FY14 budget included an expansion and permanent extension of the New Markets Tax Credit. This panel will discuss the "real world" of Indian Country NMTC and the process for making informed decisions. We'll have both scenarios where a decision was made to initiate a project and a decision not to use this initiative for a reservation based project.

Track 1: INTERNET GAMING – Ready, Set… Go! Is Your Tribe Prepared for Online Gaming? The gaming industry grows closer each day to forever being changed by the implementation of Internet gaming; and those changes will impact Tribes throughout the United States. In the State of California, Tribes are now working together to pass legislation that would allow online gambling; specifically Poker. The Mashantucket Pequot Tribe in Connecticut has already secured an Internet gaming partner and so has the Winnemucca Indian Colony of Shoshoni in Nevada. With legislation looming in several states, what will it all mean when online gaming comes to your state and what will it mean to your Tribe? This panel will help bring you up to speed on new developments as well as regulatory structures and their unique provisions for online Tribal gaming operations. Our panel will discuss sovereignty, taxation, and the economic benefits of online gaming for Indian Country. Our panelists will also discuss preparations your Tribe needs to make now including, finding the right software partner and specifics around marketing your online gaming platform.

Track 1: TAXATION– IRS Tax Implications on Tribes, Tribal Enterprises and Tribal members. Tribes continue to experience new forms of intrusion into their sovereign by federal and state taxation policies.  Tribal governments have had to defend against expansive Internal Revenue Service (IRS) examinations and audits of tribal government services to members.  Tribal governmental and economic development programs have been hindered by the more burdensome federal tax requirements imposed on tribes than on state governments.  Meanwhile, states continue to seek mechanisms to obtain state revenues from tribal commerce. This panel will report on key tax policy developments and what to expect in the coming year, including tribal proposals for tax reform legislation as well as other tax policy efforts that have been undertaken to defend tribal sovereignty, strengthen nation-building and explore Tribal Tax Revenue Opportunities in order for Tribes to stimulate economic development.

Track 2: TRIBAL ENTERPRISE – Surviving Opportunity. Tribes have evolved past the point where they must, as a matter of survival, accept any business opportunity that generates revenue. Indeed, Tribes are now in the position where they must discern and be cautious of economic development opportunities that are, or appear to be, in contradiction of tribal values. If they are not careful it is likely that these short-term opportunities will turn into long-term liabilities one way or another.
