FLAGSTAFF, Ariz. (AP) – Commercial outfitters can once again offer guided trips to the popular turquoise-colored waterfalls on Havasupai land under a new licensing system for pack animals.

The Arizona Daily Sun reports that the Havasupai Tribal Council had halted trips in July, saying it needed to revise permitting process for outfitters, including how arrangements are made for pack animal use.

The new agreement states that pack animals, which are typically horses owned by Havasupai tribal members, must be permitted and inspected by the tribe’s animal control officer. Horses must meet body conditioning standards to be approved for packing.

The tribe has also instituted a weight limit for pack animals.

The change comes after federal authorities arrested a tribal member for animal abuse after finding his horses were severely underweight and had deep sores from carrying packs.
