PHOENIX (AP) – A U.S. District Court Judge has ruled an Arizona law that would have allowed Glendale to annex Tohono (toh-HO'-noh) O'odham land is unconstitutional and in direct violation of federal law.

Federal Judge David Campbell wrote the clear purpose and effect of the Arizona law would be to block the Department of Interior from taking the land into trust, contrary to the express command of Congress.

The Tohono (toh-HO'-noh) O'odham Nation has permission from the federal government to put 54 acres near the city's sports and entertainment district into the reservation system in a move aimed at building a casino.

The tribe says it would create 6,000 construction jobs, 3,000 permanent jobs and deliver $300 million in annual economic development to the west side.
