Abrams is executive director of the Iroquois Nationals and he was left to dwell on what was won and what was lost by refusing to travel to England on non-Native passports.
“Our only goal was to get them to see us … to get them to know us,” said James Swan, organizer of Rapid City’s new Urban Patrols – a program that’s designed to prevent conflict between Indians and non-Indians.

Youth program grants available to tribes
OKLAHOMA CITY – On April 27th, Oklahoma Governor Brad Henry declared the week of April 26 – May 3, 2009, as “OJJDP Tribal Youth Programs Week” at the Office of Juvenile Justice and Delinquency Prevention Tribal Youth Regional Meeting in Oklahoma City, OK. The proclamation was presented to Laura Ansera, Tribal Youth Program Coordinator at OJJDP’s Office of Policy Development.

OJJDP established the Tribal Youth Program (TYP) in 1999. TYP’s mission is to reduce juvenile delinquency, violence, child victimization, and to increase the safety of American Indian/Alaska Native communities. TYP grantees receive five year awards for providing delinquency prevention programs; offering interventions for court-involved youth, improving their juvenile justice systems; implementing alcohol and drug prevention programs, and providing mental health services. The EDC Tribal Youth Training and Technical Assistance Center also provides grantees with extensive training on strategic planning, evaluation, and program sustainability.
Since 1999, OJJDP has awarded 321 grants to 299 federally recognized tribes. Currently, there are 94 TYP grantees across the country. Ten of those Tribes are located in Oklahoma. They are the Absentee Shawnee Tribe, Alabama-Quassarte Tribal Town, Cheyenne Arapaho Tribes, Citizen Potawatomi Nation, Iowa Tribe, Miami Nation, Pawnee Nation, Ponca Nation, Seminole Nation, and the Wichita and Affiliated Tribes.
TYP programs in the Tribal Nations of Oklahoma and across the country have produced very positive outcomes for American Indian/Alaska Native youth, their families, and their communities. These outcomes include an increased number of prevention programs and comprehensive mental health services for at risk youth, decreased truancy rates, and improvements to tribal juvenile courts and services.
In 2008, OJJDP awarded eighteen grants of $300,000 - $500,000 to federally-recognized tribes. Tribes and their partners are encouraged to apply for TYP grants in the upcoming year. The due date for the FY 2009 TYP application is May 28th. To find out more about the Tribal Youth Program, please visit http://ojjdp.ncjrs.org/typ/ .
