Position Overview 

POSITION OVERVIEW

The Attorney General (AG)will provide legal services to the Pawnee Nation under the direction of the Pawnee Business Council. The AG provides and completes a variety of professional and legal assignments on behalf of the Pawnee Business Council and Executive Director The AG shall represent the Pawnee Nation in legal actions involving the Pawnee Nation and performs other duties as deemed necessary.  

 

ESSENTIAL FUNCTIONS

1.Rapidly develop sufficient subject-matter knowledge to provide accurate, useful, and understandable information and reliable legal advice; 

2.Use analytical, problem-solving, communications skills, and good judgment to identify potential solutions to legal and other problems and make and implement timely decisions independently or after consulting with the Pawnee Business Council and Executive Director as appropriate; 

3.Conduct research that is relevant, accurate, and thorough; 

4.Draft memorandums and other documents that are factually and legally accurate, well-reasoned, and written comprehensibly in grammatically correct plain English; 

5. Review of contracts, leases, and pending legislation and its relevance to the Pawnee Nation; 

6.Respond to questions, requests for information, and, when appropriate, comments regarding the law, pending or proposed legislation, and other work product from the Pawnee Business Council or Executive 

Director; 

7.Attends Pawnee Business Council meetings periodically, upon the request of the Pawnee Business Council and responds to technical and legal questions concerning legislation pending before the Council, and conducts legal research related to proposed legislation; 

8.Works with the Executive Director and Pawnee Business Council to ensure Division compliance with all applicable Tribal Ordinances, Rules and Regulations; 

9.Attends meetings as needed and conducts legal research as assigned, assists in drafting legislation and responds to technical and legal questions regarding the draft legislation; 

10.Drafts legal notices for publication in the Chaticks-si-Chaticks newsletter and other publications; 

11.Provides analysis of Federal and State Supreme Court, Court of Appeals, and Pawnee Nation Tribal 

Court cases that apply or interpret the Pawnee Nation Constitution, any Pawnee Nation Statutes, or Pawnee Nation Administrative Rules for use as reference materials; 

 

Qualifications 

EDUCATIONAL REQUIREMENTS  

Minimum: Juris Doctorate from an accredited university within the United States. Additionally, must be a member of or willing to apply and be approved for membership in the Pawnee Nation Bar Association Required:  Member of the Oklahoma Bar Association or possess demonstrable knowledge of American Indian Law focus and/or specialty. 

 

EXPERIENCE REQUIREMENTS

Minimum:  Four (4) or more years legal experience specializing in American Indian Law 

Preferred:   Six (6) or more years working as a lawyer specializing in American Indian Law including at least one year working as an attorney for a federally-recognized tribe

PHYSICAL DEMANDS

The contractor must be able to perform the duties of the position. 

 

WORK ENVIRONMENT

Work is generally performed in an office setting with a moderate noise level.  Evening and/or weekend work may be required.  Occasions may arise requiring work outdoors where exposure to natural weather conditions may occur.  There is constant interaction with the public, other agencies, and employees.  Tight time constraints and multiple demands from several sources are common.  Infrequent travel may be required for training, meetings, conferences, presentations, and other events.
